Dutchess Marie Riggins, age 31 of Westminster died Tuesday December 14, 2010 at her home. She was born June 18, 1979 in Baltimore County, the daughter of Mary E. Howard Riggins of Westminster and the late Ulysses Riggins. She was a member of Union Memorial Baptist Church.
In addition to her mother she is survived by uncle, Austin Howard of Union Bridge, aunts, Florence Williams of Akron, Ohio and E. Maxine Thomas (JD PhD.) of Rockville, MD; also survived by numerous cousins.
A memorial service will be held 10:00 A.M. Friday, December 17, 2010, at Union Memorial Baptist Church, 160 S. Center Street, Westminster.
